The easiest way to create a Web page is to use a Web authoring-tool, also called an HTML-editor.
Some of the more common authoring tools are:

Adobe DreamWeaver: This is praised to be the best html editor out there, our web developers are using this one primarily.

Microsoft Expression: A slightly cheaper alternative which you can buy from microsoft.

Alleycode: a fast, sleek and highly productive award winning free HTML editor.

These tools write the HTML code for you as you compose your page. Using them is similar to using a word processor such as Microsoft Word.
